Five carefully chosen, over-sized monsters from Monster Island represent the five possible Terrorist Threat Levels (from the US DHS) based on each of their abilities to cause havoc. Minilla, stands in place of a "Low" threat while Godzilla conveys the ultimate in total destruction.
