Picture Effector is an ActiveX component that manipulates picture files, allowing you to add a variety of effects as well as draw basic graphic elements on top of an image. Available operations include stretching, rotating, cropping, and saving to an ASP document stream, Jpeg or BMP file. In all, 32 different graphic effects are possible.
