I have been searching for a great free forum host, and I discovered Forumer.com. Forumer offers free phpBB2 and IPB 1.3 forums. There are few limits as to where you can go when customizing your forum. The IPB is more customizable than the phpBB, but that doesn't mean the phpBB's aren't customizable either.
