I used Mantis quite a while ago, I take a look at it every few months to see how it's going, but I've not been impressed much.
Hard coded HTML makes it impossible to customise very well.

I actually use mantis for IT issues in our company, not for tracking software development bugs. In fact, within about 1/2 hour, the entire suite was running after customizing only the language file to suit our needs.
Mantis has been a very important addition to our organization which has hotels all over the world, while we take care of their IT needs centrally. Bravo, prescience!
