I use AllWebMenus for every menu I create for websites. I mainly create javascript menus but sometimes I create CSS menus, as well. It is a really helpful for me, as I create a lot of menus in different stylings very quickly without code. It has a lot of menu themes that are available in the application with modern design. Surely, I recommend that application.

AllWebMenus is a great program. It has tons of options, a nice style gallery, and a pile of editable samples. Another nice thing is that the single purchase fee includes unlimited site licenses. One purchase, and you can make as many menus for as many sites as you want. The support has been excellent, too. This program is a total solution to the DHTML Menu issue.
